Minimum Qualifications
Current Department of Health employee with permanent or contingent-permanent status as a Manager Information Technology Services 2, G-29 OR NYS employee with one year of permanent or contingent-permanent service in a title at or above a grade 27 and eligible for transfer under Section 52.6 of the Civil Service Law.
Experience with managing of Healthcare based information systems, with knowledge of Medicaid and NYSOH systems and their associated compliance standards is desired. Familiarity with service and project/system lifecycle management tools, such as Rational Team Concert (RTC), ServiceNow, and Sharepoint is desired.

Knowledge of Medicaid benefit programs and processing requirements, HIPPA regulations, system development lifecycle, integration testing techniques and procedures. Minimum of two years of management experience in a systems environment. Five years of system design and/or development experience. Excellent oral and written communication skills.
Duties Description
The MITS2 – Director of Operations will be responsible for maintenance and operations (M&O) including the coordination of the service management, release planning and support of multiple initiatives that have simultaneous system design, development and implementation (DDI) timelines across multiple environments. Responsibilities include risk and issue management, service level monitoring and reporting, the development of managed repositories, standards, and processes. Additionally, the position requires consulting regularly with contractors and Independent Verification and Validation (IV&V) staff, budget planning, strategic product investment planning, and working closely with business, technical, and data stakeholders to ensure alignment with strategic planning and ongoing support. Excellent management and leadership skills, broad and deep understanding of large-scale system operations and support, proficiency with service management tools, as well as industry standard IT governance processes and frameworks such as PMI, ITIL and Cobit is required.
