Under general supervision of division managers, functions as project designer and performs mechanical engineering design and analysis, and review support for facilities management mechanical projects of varying complexity. Performs all work using appropriate safety procedures.
DISTINGUISHING CHARACTERISTICS:
This is the mechanical engineering-related job classifications within the Engineering and Architectural job family. This classification is distinguished by the scope of project work, licensed mechanical engineer, and required additional experience. This classification may require a flexible work schedule in order to meet the needs of the department.
Duties and Responsibilities
Provides engineering design and analysis support for small to medium sized public work projects of varying complexity. Identifies scope of public works projects and develops project schedules and budgets.
Plans and designs all building mechanical systems including but not limited to all types of HVACs Chillers Pumps, Boilers, Heat pumps, Cooling towers.
Develops and manage mechanical plans, specifications, and estimates.
Perform mechanical engineering studies, research and collection and analyzation of mechanical system data and reviews test and balance reports.
Provides plan review and engineering analysis of proposed designs for public development to ensure compliance with state, federal guidelines, codes, and regulations. Reviews Mechanical plans and prepared by others to ensure compliance with department design standards and policies.
Performs contract and construction management duties for public Mechanical works projects. Develops schedules and estimates, monitors construction and/or professional services contracts. Performs cash flow forecasting and financial management. Evaluates bid proposals and recommends selections.
Performs construction quality assurance, contract administration, inspection and compliance, and assurance of contractor compliance with the mechanical codes, local, state, and federal regulation as applicable to County projects.
Manage all type of mechanical projects in FMD divisions.
Inspects and troubleshoots existing mechanical systems and provide adequate solutions.
Provides consultation to the maintenance division regarding mechanical equipment selection and performance.
Ensures that the mechanical vendors/contractors performing per contracts.
Represents the County in attending meetings, community meetings, seminars, conferences, professional associations meetings, private organizations and participates on related committees. Continue professional growth through continuing education.
May supervise subordinate personnel.
Performs other job-related duties as assigned.
Minimum Requirements
Education and Experience:
Bachelor’s degree in Mechanical Engineering AND four (3) years of directly related, increasingly responsible engineering design and/or analysis experience.
Licenses, Registrations, Certifications, or Special Requirements:
Valid Texas Driver’s License.
Professional engineering license in the State of Texas of date of hire.
Final candidates are required to successfully pass the background investigation, including fingerprint clearance.

Knowledge of:
Principles, procedures, practices, programs, systems, methods and techniques of mechanical engineering.
Advanced mathematical and statistical methods as used in engineering and planning.
Federal, State, Local and County applicable laws, rules, regulations, permits, licenses, practices, standards, policies, and procedures.
Principles and practices related to public works projects and or contract plans, specifications and estimates.
Materials sampling and testing procedures, permit requirements, utility construction requirements, and traffic control policies and standards is required, as well as familiarity with construction techniques.
Design standards and policies.
Requirements, purposes, and limitations of various permits, security fiscal, licenses, and regulations.
Methods, practices, and techniques of inspections, compliance, and enforcement.
Computer equipment to include word processing, presentations, spreadsheets, databases, maps, records, graphics, project scheduling and management, and other related engineering applications.
Business letter writing, grammar and punctuation, and report preparation.
Skill in:
Analyzing data, technical engineering data and reports.
