MINIMUM QUALIFICATIONS
Candidates reachable on the Civil Service Eligible list(s) will be canvassed. However, you may also apply if you are eligible for appointment by one of the following qualifications:
70.1 TRANSFER QUALIFICATIONS: Candidates with one year of permanent/contingent permanent or 55b/c service as an Associate Statistician, Grade 23 may qualify for transfer to Program Research Specialist 3 Human Services, Grade 23.
52.6 TRANSFER QUALIFICATIONS: Current NYS employees with one year or more of permanent, contingent permanent, or 55b/c service in a title allocated to Grade 21 or higher and designated as Administrative under Section 52.6 of the Civil Service Law.

Duties Description
STANDARD DUTIES: The Program Research Specialist 3 Human Services will produce monthly releases on the employment and unemployment situation in the State and its various labor market areas. Responsibilities include providing the public and media with the most up-to-date data on occupations, wages, job openings, jobs in demand, labor market projections, skills of the labor force, and demographics of selected populations. The incumbent designs, evaluates, and undertakes research studies on labor market issues for the Governor’s Office, the Regional Economic Development Councils, other state agencies, the media and the public.
