This position is open to current permanent Department of Children and Family Services employees ONLY. Also, it may be filled as a detail and promoted within 12 months.

Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus five years of professional level experience in economic stability programs, two years of which must have been at the supervisory level or above.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the general experience on the basis of thirty semester hours for one year of experience: counseling; social work; psychology; economics; business, public, or health administration.
A master's degree in the above fields will substitute for one year of the general experience.
A Juris Doctorate will substitute for one year of the general experience.
Graduate training with less than a Ph.D. will substitute for a maximum of one year of the general experience.
A Ph.D. in the above fields will substitute for two years of the general experience.
Specialized degrees will substitute for a maximum of two years of the general experience.
NOTE:
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

FUNCTION OF WORK
To direct statewide Economic Stability programs with the largest impact on providing Economic Stability services to children and families.Economic Stability services are designed to assist families with food, cash, or child care.
LEVEL OF WORK
Administrator.
SUPERVISION RECEIVED
Administrative direction from the Deputy Secretary or other higher level personnel.
SUPERVISION EXERCISED
Typically over Economic Stability Manager 3; may supervise lower level managers and/or supervisors of Economic Stability programs.
LOCATION OF WORK
Department of Children and Family Services.
JOB DISTINCTIONS
Differs from Economic Stability Manager 3 by the presence of directing all Economic Stability programs.
Differs from Deputy Assistant Secretary 3 by the absence of authority for all agency programs.

Examples of Work
Advises the Secretary, Deputy Secretary and Deputy Assistant Secretary regarding office or departmental problems in assigned areas.
Represents the Secretary, Deputy Secretary and/or Deputy Assistant Secretary before legislative committees, hearings and meetings on matters related to public assistance programs.
Assists the Secretary, Deputy Secretary and/or Deputy Assistant Secretary in the planning, implementation and monitoring of new programs mandated by federal and state legislation.
Prepares special reports for the Secretary and Deputy Secretary as directed and prepares correspondence relative to complex and sensitive matters.
Directs the development of the Economic Stability strategic plan, policies and procedures and monitors the implementation of these plans and policies.
Serves as final authority regarding the programmatic and operational functions of the Disability Determinations program.
Directs the programmatic functions of Economic Stability programs such as, the Supplemental Nutrition Assistance Program (SNAP), Child Care Assistance Program (CCAP) eligibility, Family Assistance Temporary Assistance Program (FITAP), Strategies to Empower People Program (STEP), the Kinship Care Subsidy Program (KSCP) and the post-FITAP Program.
Reviews, coordinates and evaluates services and programs of the section to assure that operating standards of the agency are met.
Reviews existing and long-range programs, plans, and policies. Participates in the review and formulation of rules, procedures and regulations for the agency.
Directs the preparation of programmatic and fiscal impact statements on proposed legislation.
Provides information to Federal and State governmental entities, District Attorneys, Judicial Systems, and other offices as deemed necessary.
Directs the development, implementation, and monitoring of all corrective action measures.
Represents the State at national and regional conferences including planning and presentations.
Identifies and coordinates required staff training, expanded program services and pilot programs by the application of grants from Administration for Children and Families or other sources.
