Minimum Qualifications
Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as an Area Office Director, M-3 OR a Current NYS employee with one year of permanent or contingent-permanent service in a title at or above Grade 27 or M-2, and eligible for transfer via Section 52.6 of the Civil Service Law.
Provisional Candidates: Current DOH Employee with one year or more permanent or contingent-permanent competitive or 55 b/c service as an Associate Medical Care Administrator, Consultant Nurse (Community Nursing & Home Health Services), Consultant Nurse (Hospital Nursing Services Administration), Director of Adult Residential Care Regional Operations 1, Health Systems Specialist 4, Health Systems Specialist 4 (Developmental Disabilities), Hospital Administrator Consultant, Intermediate Care Facility/Mental Retardation Survey Coordinator, Investigative Specialist 3 (Professional Conduct), Principal Ambulatory Care Program Analyst, Principal Medical Conduct Investigator, Specialist in Adult Services 3, or Specialist in Adult Services 3 (Social Services); OR two years or more as an Associate Ambulatory Care Analyst, Associate Emergency Medical Care Representative, Community Nursing Services Consultant (Home Health Services), Health Systems Specialist 3, Health Systems Specialist 3 (Emergency Medical Care), Hospital Nursing Services Consultant, Investigative Specialist 2 (Professional Conduct), Pharmacy Consultant, Principal Sanitarian, Regional Medical Care Administrator, Senior Nutrition Services Consultant, Senior Public Health Social Work Consultant, Specialist in Adult Services 2, Specialist in Adult Services 2 (Social Services), Standards Compliance Analyst 2, or Supervising Medical Conduct Investigator.
Preferred Qualifications: Superior interpersonal and strong leadership skills sufficient to manage an interdisciplinary team in a hybrid work environment. Federal Surveyor Minimum Quality Test certification. Excellent interview, observational, and writing skills, and an ability to translate collected information into legally defensible reports. Experience with the aged and aging population is key, especially in the provision of direct patient care as a human services or clinical professional, and an ability to appreciate how the aging process affects outcomes is paramount to the incumbent's success. Flexibility and dedication are fundamental to the team's ability to address the needs associated with surveillance.
Duties Description
The incumbent will serve as the Capital District Regional Office Program Director for Nursing Home Surveillance. In this capacity, the incumbent will coordinate survey activities within the timeframes prescribed by and in the State Operations Manual, including onsite focused and recertification inspections and complaint investigations; assign appropriate staff from the Office's multidisciplinary team of federally qualified professional surveyors to conduct survey activities and draft subsequent reports that are compliant with expectations outlined in the State Operations Manual as well as applicable policies and procedures and ensure that such reports illustrate a high quality standard. As the lead for the Office, the incumbent will provide supervision consistent with programmatic expectations, the Department of Health, and the Civil Service Commission to ensure quality performance, which includes developing a performance plan for each staff member and delivering reports when required; balancing programmatic need; linking team members with necessary and available training opportunities; and properly managing the disciplinary process for unmet expectations. In addition, the incumbent will participate in emergency preparedness and response activities and perform regular data analysis to identify areas in need of improvement, justify resource requests, and participate on a statewide quality assurance committee to establish updated practices to improve outcomes. The incumbent may provide other programmatic support as needed including, but not limited to, Administrator on Duty functions. Finally, the incumbent is expected to secure federal surveyor certification within one year of hire.
