Position Information
This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.
This position is a designated position in California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.
The incumbent is required to maintain contact with the campus outside of normal working hours on a regular basis except during authorized vacation periods. Remote contact shall include telephone/cell phone, wireless data access devices, remotely logging into necessary systems, and/or electronic mail.
Conditions of Employment
Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.
Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.
The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Department: Enterprise Systems Operations
The Enterprise Systems Operations department consists of Application Operations and DBA & System Administration units. As part of the Division of Information Technology, the Enterprise Systems Operations department s
upports the university mission and strategic plans by effectively supporting university business operations through the use of enterprise-level application systems and technologies.
Application Operations provides services and support for campus enterprise systems (such as integrated modules for Financial, Human Resources, the Student System, and OnBase), and for 3rd party cloud systems (such as WebAdmit, EAB, and ServiceNow). Application Operations has a responsibility to provide systems analysis, programming, some reporting, technical support, and consultation of the enterprise-wide systems for the campus. Currently, the campus uses Oracle's PeopleSoft System for Financials, Human Resources, and Student Administration. This unit assists in and tracks testing protocols related to patches and upgrades in PeopleSoft modules; works with departments, users, and subject matter experts to improve functionality and troubleshoot issues as they arise.
The DBA & Systems Administration team supports operations by being responsible for the regular maintenance and patching of on-prem systems, including peripheral components required by these systems; and coordination and testing of server patching, upgrades, and database maintenance.
Major Duties
Under the general direction of the Associate V.P. of Process and Project Management, the Director of Enterprise Systems is responsible for the operational and strategic planning, administration, and management of university enterprise-level application systems, and I.T. operational support of these systems. The incumbent, as a member of the leadership team within the Division of Information Technology, works collaboratively with all other I.T. departments to ensure the Enterprise Systems' day-to-day operations and core technologies align with broader I.T. and campus strategic plans and effectively support business operations. They provide leadership, workload management, and oversight for the team that operationally supports cloud and on-premise application systems including but not limited to PeopleSoft, OnBase, SalesForce, ServiceNow. They are an expert in aligning existing and emerging technologies with evolving business and operating models; using industry and standard methodologies and best practices such as ITIL, DevOps, SDLC, Continuous Delivery, and Agile/Kanban PM to standardize operations and drive operational efficiency. The incumbent is a trusted advisor in developing, proposing, and managing the annual operating budget and long-range financial plans for Enterprise Systems; maintains vendor relation efforts, participates in the selection of vendors, and the development of methodologies to evaluate and manage their performance.
Qualifications
Required Education and Experience:
Bachelor's degree from an accredited four-year college or university.
A minimum of six (6) years of progressively responsible experience working with enterprise-level application systems used in higher education, which should include a minimum of two (2) years managing and leading a team in the field of information technology application systems implementation and/or operations.
Preferred Qualifications:
Four (4) years of Higher Education work experience
Expert level (3-5 years) of hands-on experience implementing and/or supporting PeopleSoft Enterprise Systems
Experience with project and/or change management methodologies.
Ability to apply knowledge of systems and technologies toward practical business operations, subject matter expertise or technical knowledge of ERP systems.
Strong leadership, communication, and interpersonal skills; experience collaborating with diverse audiences.
Experience working with 3rd party vendors to facilitate ongoing operations, maintenance, and enhancements
Experience with vendor procurement, request for proposal (RFP) processes, and vendor management

Provides leadership and oversight to staff responsible for testing, patching, upgrading, and supporting the application and integrations of ERP systems, including PeopleSoft Campus Solutions, Human Resources, Finance, EAB, OnBase, Ad Astra, Dell Boomi, mobile, web, and other systems. Develop and implement processes and procedures to maximize the effectiveness, efficiency, and resiliency of these systems. Plan, coordinate, and lead functional and technical teams in applying maintenance and performing upgrades to enterprise application systems, working collaboratively and transparently with other DIT teams and campus constituents. Assign and oversee work assignments, provide project management oversight, evaluate and set work priorities, monitor and ensure on-time delivery of services.
Ensure teams are organized to provide world-class customer service effectively and efficiently. Responsible for building relationships with stakeholders; Maintaining a comprehensive knowledge of current trends in technology and higher education, continually evaluating the use and performance of CSUDH applications/processes, and providing guidance and counsel to senior management and business groups on existing application systems, emerging technologies, and issues to build better solutions that support and drive business decisions.
Provides technical project leadership, cross-functional coordination, facilitation, and consultation for the operational support, maintenance and patching, and upgrades of campus enterprise systems. Consult with campus stakeholders to develop and review requirements and the feasibility of technical solutions. Develop project scope, timelines, and perform risk assessment; review with PMO and management team, and deliver project portfolio for University Planning and Budget committees review. Collaborate with a wide variety of faculty, staff, managers, and vendors to understand and address problems, leveraging best practices and the latest technology solutions.
30% Facilitate the development of the skills required to provide operational support and maintenance of university on-premise and cloud-based systems. Forecast skill and competency needed and develop a forward-looking technology workforce. Participates in the budget management process for the department of Enterprise Operations. Participates in the procurement of vendors and services, including contract renewal process, adherence to campus security and compliance requirements, authoring RFPs and scopes of work, and the oversight and management of external vendor relationships.
10% Engage with and lead governance groups, systemwide groups, and industry experts to develop key performance indicators and benchmarks, and track progress. Participates in business continuity planning, security, and compliance audits. Represent CSUDH DIT within technology and higher education communities and organizations.
