Position Information
Under general supervision, perform professional nursing services, instruction, and health counseling to individuals, families or groups in homes, clinics and community settings or the purpose of prevention and control of diseases and the promotion of health, and to do other work as required.
This is the full working level class in the Public Health Nurse career series. Incumbents perform the full scope of public health nursing duties by initiating and carrying out special programs within an assigned caseload or geographical area under limited supervision.
Positions in this class are distinguished from positions in the class of Staff Nurse by the environment in which the work is performed (Staff Nurses typically work in primary care facilities), by the somewhat independent nature of the practice, and by the instructional, educational emphasis of their work and by the educational training in public health.

Plans, organizes and provides nursing services within an assigned specialty, clinic or geographical area.
Provides case finding, health counseling and instruction and epidemiological investigation in connection with the prevention and control of disease and the promotion of health.
Applies the nursing process of assessment, planning, intervention and evaluation.
Provides care and treatment for health problems; carries out physician's orders; administers injections and oral medications applied in the home, clinic or group situation.
Refers clients to appropriate resources, agencies and clinics for further evaluation and treatment.
Evaluates individual and family situations for problems detrimental to good health; conducts health appraisals and screening.
Coordinates care of individuals and families with public and private agencies; confers with physicians, nursing staff, other agencies and community members.
Determines special needs of an assigned area; recommends and implements projects to address those needs; participates with community groups in identifying and developing needed public health services.
Keeps records, prepares reports, compiles statistical information.
Thorough knowledge of:
Principles, methods and practices of public health nursing.
Community aspects of nursing programs including provisions for continuity of patient care, nursing services in health programs and nursing care in the home.
Working knowledge of:
The use of community resources for assistance in public health programs.
Federal, state and local laws and regulations governing public health.
Epidemiologic investigation, control and care of chronic and communicable diseases and illness, handicapping conditions, mental illness and other disabling conditions.
Environmental, sociological and psychological problems associated with public health nursing clients and families.
Normal and abnormal human physiological development and behavior patterns.
Prevention, detection, reporting and treatment of child abuse and neglect.
Principles and procedures involved with family planning, venereal disease control, maternal and child health and communicable diseases.

Minimum Qualifications
Pursuant to Title 17 of the California Administrative Code, possession of a license in active status, to practice as a registered nurse in California and possession of a Public Health Nursing Certificate.
One year of responsible professional experience in public health nursing. Or an equivalent combination of education and experience to satisfactorily perform these duties.

The ability to speak, read, and write Spanish in addition to English would be an asset in this position but is not required.
Employees who drive on County business to carry out job-related duties must possess a valid CA Driver License for the class vehicle driven.
The Department of Social Services will conduct a thorough background and reference check process which includes a Department of Justice fingerprint check.
Monterey County, like all employers, is required to verify an employee's right to work in the United States. Accordingly, on the first day of employment, employees must have and show those documents that verify their legal right to work in the United States. Government agencies accessing US government information, which includes federal tax information must ensure that background investigation requirements for all agency employees and contractors that have access to federal tax information are consistent with the IRS background investigation requirements for access to federal tax information. A background check may be required if the position requires access to these types of records. Background requirements consist of three components which include, fingerprinting, citizenship verification, and local law enforcement checks. Applicable agencies must conduct an investigation during the time of hire and ensure an investigation is conducted 10 years from the date of the previous background investigation for each employee that has access to federal tax information.
COVID-19

TRAINING & EXPERIENCE EXAMINATION – WEIGHTED 100%
The Training & Experience Examination is designed to elicit a range of specific information regarding each candidate’s knowledge, skill, abilities, and potential to effectively perform the duties relative to the classification. Responses to the questionnaire will be assessed based on pre-determined rating criteria. All applicants must complete the entire examination to receive a score. In order to obtain a position on the eligible list, candidates must receive a minimum rating of 70% on the examination.
ELIGIBLE LIST INFORMATION
A departmental open eligible list will be established for the county of Monterey. The list will be utilized for 12 months after it is established unless the needs of the service and conditions of the list warrant a change in this period.
RETEST PERIOD
Once you have taken the examination, you may not retest for six (6) months from the established eligibility date.
