TPWD MISSION
To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION:
Performs highly complex (senior-level) telecommunications work. Under the direction of the Fleet/Radio Operations Manager, this position is responsible for installing, maintaining, orienting, programming, and repairing statewide radio system equipment, including mobile relays, control stations, base stations, mobile units, handheld units, network control consoles, and associated equipment and circuitry. Installs mobile radio units and related hardware in agency vehicles, boats, and facilities. Programs handheld, mobile, and base station radio equipment using personal computer and related software. Performs diagnosis and repairs to agency radio equipment to component level. Provides technical expertise in telecommunications design and modification. May review and prepare specifications for equipment or licenses. May train others. May develop operational or administrative policies and procedures. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
Qualifications:
MINIMUM QUALIFICATIONS:
Education:
Graduation from High School or GED.
Experience:
One year experience in installations, repair, and programming of two-way radio communications equipment and associated equipment using current technology testing and repair equipment;
Experience performing mechanical work to vehicles and boats using common and related hand and power tools and equipment.
Licensure:
Must possess or be able to obtain, within 30 days of employment, a class C Texas driver's license.
NOTE: Retention of position contingent upon obtaining and maintaining required license.
ACCEPTABLE SUBSTITUTIONS:
Experience:
Successful completion of formal studies in electronics from an accredited college, technical institute, or military training school may substitute for the required experience in installations, repair, and programming of two-way radio communications equipment and associated equipment using current technology testing and repair equipment on a year for year basis.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of electricity, electronics, and automotive and marine electrical systems;
Knowledge of installation and repair of mobile and fixed based radio equipment;
Knowledge of antenna orientation and radiating patterns;
Knowledge of Federal Communications Commission (FCC) policies and procedures;
Knowledge and ability to program handhelds, mobile, base station, repeaters, and associated equipment;
Knowledge of installation, repair, and maintenance of automotive and marine equipment;
Knowledge of data processing and telecommunications principles, equipment, procedures, terminology, standards, and wiring technologies;
Knowledge of network operating systems;
Skill in the use of MS Word, Excel, and Outlook;
Skill in the use of electronic maintenance, programming, testing, and repair tools;
Skill in the use of common automotive and marine hand and power tools;
Skill in the use of radio test equipment, of personal computers and applicable software;
Ability to install and maintain radio equipment;
Ability to diagnose, troubleshoot, and detect defects in radio transmitters, receivers, and other electronic devices;
Ability to interpret schematic diagrams and technical reference manuals;
Ability to perform installation, maintenance, and repairs to fixed based, automotive, and marine communication equipment;
Ability to serve as a lead worker providing direction to others;
Ability to communicate effectively;
Ability to perform manual labor, including lifting supplies and materials up to 50 lbs.;
Ability to conduct work activities in accordance with TPWD safety program.
WORKING CONDITIONS:
Required to work standard hours from 8:00 a.m. to 5:00 p.m., Monday through Friday;
Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays, and holidays when necessary;
Required to work overtime during peak workload season or natural disaster technical support;
Must conform to TPWD dress and grooming standards, work rules, and safety procedures;
Required to perform work outdoors, occasionally in adverse weather conditions;
Required to perform manual labor, including lifting supplies and materials up to 50 lbs.;
Required to operate a State vehicle;
Required to travel 10% with possible overnight stays;
Non-smoking environment in State buildings and vehicles.
