Summary You will serve as an Attorney-Advisor (General) within the OJAG/NLSC Headquarters Organizations. This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Interested applicants must follow the directions in the How to Apply section of this flyer to be considered. Responsibilities You will be under the guidance of the Director/Deputy Director Code 16 and the Director RLSO operations. You will develop, plan, write and implement policy to administer and manage improved processes, methods, and procedures. You will apply legislative changes and implement all relevant DoD and SECNAV directives and instructions to enhance and streamline the delivery of legal services to eligible victims. You will be drafting and updating relevant DON and JAG instructions and manuals. You will serve as OJAG/NLSC liaison with Intimate Partner/Spousal Domestic Violence organizations of other Department of Defense (DOD) agencies panels and committees to leverage best practices, joint training, and policy collaboration. You will improve services for Navy victims and develop short and long term policy recommendations either internally or in cooperation with other federal or state entities. You will analyze program data to evaluate for workflow and program effectiveness. You will recommend adjustments to workload ratios and determine effects on office staging and resource requirements, office space, budget, computer needs and fiscal and personnel resources. You will collect and assess data to provide reports to CNLSC leadership including but not limited to man-train-equip budget reviews to maintain efficient and effective operation of the Navy?s Intimate Partner/Spousal Domestic Violence Program. You will initiate revisions and improvements to legal assistance guidance and policy in response to statutory, regulatory, and/or mission adjustments. You will analyze new or proposed legislation and regulations and legal decisions, opinions, rulings or other legal documents for impact on the delivery and quality of legal assistance to 10 U.S.C. ? 1044 eligible persons. You will serve as the OJAG, Code 16 Intimate Partner/Spousal Domestic Violence/Family Law expert providing expert level field support to more than 50 NLSC Legal Assistance offices world-wide. You will be the subject matter expert topical expertise includes but is not limited to cogent field guidance and statutory/legislation implications. You will be the subject matter expert on all aspects of family law. You will provide direct client advice and representation to eligible victims of domestic violence perpetrated by Service Members subject to prosecution under specific sections of the Uniform Code of Military Justice. You will collaborate with Navy Justice School to develop, and continuously update, recorded training plans and material to be presented via live briefings, VTC, Teams and other DoD/DON authorized platforms. You will instruct civilian attorneys, Judge Advocates, paralegals, legalmen, legal assistants and volunteers involved with the provision of legal assistance services to Intimate Partner/Spousal Domestic Violence victims. You will perform other duties as assigned by the Director/Deputy Director Code 16 and the Director RLSO OPs. Requirements Conditions of Employment Qualifications You will service as an Attorney-Advisor (General) within the OJAG/NLSC HQ Office (NLSC). Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-13) or pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Advising and representing victims concerning benefits and potential limitations of military protective orders, civilian court protective orders, criminal charges, public benefits, Violence Against Women Self-Petitions, impact of the Lautenberg Amendment on alleged abuser's right to possess weapons/ ammunition, crime victim restitution sources, transitional compensation, exceptions to mental health record confidentiality and when applicable; (2) Navigating and interacting with custody evaluators, child custody psychological evaluators, child protective services and court personnel in matters involving custody, child support, spousal support and parental rights; (3) Advocating and empathizing with victims while also managing expectations and keeping victims on task for submitting necessary documents in order to meet deadlines and related commitments; and (4) Researching, interpreting, analyzing family law and domestic violence issues, and complex state and federal statutes; manage a substantial caseload, write legal memoranda and briefs, advocate on behalf of victims in an adversarial environment, examine witnesses and request documents via subpoena in cases where suit has been filed. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. An official certificate issued within the past 3 months showing the applicant is a member in good standing of the Bar of the highest court of a State of the United States or a Territory of the United States or sufficient proof that the same has been requested with the appropriate licensing authority. Additionally, a Certificate or Letter of Good Standing with the Bar of the highest court of a State of the United States or a Territory of the United States that was issued within the past 3 months must be presented to the hiring manager within 15 calendar days of notification of selection. Upon selections the following documents will be requested: An official transcript of the applicant's law school record together with an official statement of his/her relative standing in his/her class. However, if the individual has been a member of the Bar for 5 years or more, the transcript requirement may be waived. An official statement that his/her fitness to practice law or his/her conduct as an attorney have never been challenged. If either his/her fitness or conduct has been challenged, an official statement concerning the facts and circumstances together with any explanation that the applicant himself/herself may wish to submit. Education Applicants must have a J.D. Degree from an ABA accredited law school, be a member in good standing of the bar of the highest court of a State of the United States or a Territory of the United States, and have a minimum of two (2) years post-law school demonstrated litigation experience in family law/intimate partner domestic abuse matters as either a military judge advocate or in private practice providing representation concerning family law matters with an emphasis on domestic violence restraining/protective orders. An incumbent with experience working with clients who demonstrate signs of trauma and mental health challenges is highly desirable. The selected applicant must be admitted to practice by the Supreme Court or the highest court of the state in which the applicant is seated within twelve (12) months after accepting the position.
