Summary You will serve as an Attorney-Advisor within the RLSO SE JACKSONVILLE. This is a public notice flyer to notify interested applicants of anticipated vacancies. Responsibilities You will provide advice and representation to 10 U.S.C. ? 1044 eligible victims of domestic violence perpetrated by Service Members subject to prosecution under specific sections of the Uniform Code of Military Justice. You will assist the client to advocate for a military protective order, civilian protective order, where permitted by state bar rules, prepare pleadings for the same, provide advice on all aspects of legal separation, divorce and custody matters. You will advise victims of benefits and potential limitations of military protective orders, civilian court protective orders, criminal charges, public benefits, and Violence Against Women Self-Petitions. You will advise victims on impact of the Lautenberg Amendment on alleged abusers right to possess weapons/ammunition, crime victim restitution sources, transitional compensation, and exceptions to mental health record confidentiality. You will advice victims how to navigate and interact with custody evaluators, child custody psychological evaluators, child protective services and court personnel. You will serve under the general supervision of the RLSO Legal Assistance Department Head, or his or her Deputy/Assistant Department Head. You will advise clients concerning eligibility for transitional compensation former spouse payments from retired pay, and benefits. You will advise clients of the Uniformed Deployed Parents Custody and Visitation Act and dependent support pursuant to U.S. Department of Navy, Naval Military Personnel manual. You will conduct monthly legal services outreach and preventative law briefs with or in collaboration with the DONs Fleet and Family Services Center, Family Advocacy Program and other venues. You will collaborate with Navy Justice School staff to develop targeted domestic violence issues and solutions legal training for Navy Legal Services Command. You will collaborate to develop legal assistance training programs, and provide training to new attorneys, paralegals, and support staff within the local Legal Assistance Department. You will perform other duties as assigned by the Commanding Officer, Executive Officer, the Legal Assistance Department Head and Legal Assistance Assistant/Deputy Department Head. Requirements Conditions of Employment Qualifications You will service as an Attorney-Advisor (General) within the Office of the Judge Advocate General within the RLSO SE JACKSONVILLE. Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-12) or pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Advising and representing victims concerning benefits and potential limitations of military protective orders, civilian court protective orders, criminal charges, public benefits, Violence Against Women Self-Petitions, impact of the Lautenberg Amendment on alleged abuser's right to possess weapons/ ammunition, crime victim restitution sources, transitional compensation, exceptions to mental health record confidentiality and when applicable; (2) Navigating and interacting with custody evaluators, child custody psychological evaluators, child protective services and court personnel in matters involving custody, child support, spousal support and parental rights; (3) Advocating and empathizing with victims while also managing expectations and keeping victims on task for submitting necessary documents in order to meet deadlines and related commitments; and (4) Researching, interpreting, analyzing family law and domestic violence issues, and complex state and federal statutes; manage a substantial caseload, write legal memoranda and briefs, advocate on behalf of victims in an adversarial environment, examine witnesses and request documents via subpoena in cases where suit has been filed. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. An official certificate issued within the past 3 months showing the applicant is a member in good standing of the Bar of the highest court of a State of the United States or a Territory of the United States or sufficient proof that the same has been requested with the appropriate licensing authority. Additionally, a Certificate or Letter of Good Standing with the Bar of the highest court of a State of the United States or a Territory of the United States that was issued within the past 3 months must be presented to the hiring manager within 15 calendar days of notification of selection. Upon selections the following documents will be requested: An official transcript of the applicant's law school record together with an official statement of his/her relative standing in his/her class. However, if the individual has been a member of the Bar for 5 years or more, the transcript requirement may be waived. An official statement that his/her fitness to practice law or his/her conduct as an attorney have never been challenged. If either his/her fitness or conduct has been challenged, an official statement concerning the facts and circumstances together with any explanation that the applicant himself/herself may wish to submit. Education Applicants must have a J.D. Degree from an ABA accredited law school, be a member in good standing of the bar of the highest court of a State of the United States or a Territory of the United States, and have a minimum of two (2) years post-law school demonstrated litigation experience in family law/intimate partner domestic abuse matters as either a military judge advocate or in private practice providing representation concerning family law matters with an emphasis on domestic violence restraining/protective orders. An incumbent with experience working with clients who demonstrate signs of trauma and mental health challenges is highly desirable. The selected applicant must be admitted to practice within the respective state for which selected (e.g., FL) within twelve (12) months after accepting the position.
