Duties This position's salary will be based upon duty station and locality pay once selected. As a IT Specialist (PLCYPLN) your duties will include but are not limited to the following:
Plans, develops, and manages the long-term (strategic) and the short term (tactical) technological enterprise architecture planning process.
Evaluates current and emerging technology, defines technical issues, researches problems, and recommends alternative technical solutions to the IRTM senior leadership for direction and approval.
Implements senior leadership direction by developing plans for systems, hardware, and software purchases; provides technical expertise, program management support, and Service oversight in conceptualizing, developing, and maintaining the IT planning and policy processes for the Service.
Provides recommendations for technical direction for the Service-wide technical environment, including logical and physical data architecture, server architectures, systems software, data management services, data interchange services, software architectures, network services, the telecommunications network, IT security architecture, quality assurance, technical risk management, and configuration control.
Assists the Division Chief and Branch Chief in developing, recommending and implementing policies, procedures, plans, and standards related to enterprise architecture (EA), server architecture, systems software, software architecture, network services, telecommunications architecture, information technology (IT) security architecture, quality assurance, technical risk management, and configuration management for the Service.
Studies and evaluates IT planning, utilization, and conformance to policies, procedures, and standards, providing senior leadership feedback on their impact and execution.
Assists with the development and implementation of new policies in order to ensure compliance with government-wide regulations and requirements and to ensure the efficiency, effectiveness and security of FWS IT assets.
Evaluates and assesses all possible impacts; scientific or administrative uses; and possible effects upon Service policy and business operations; and, of emerging applications or technologies or both.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. Examples of specialized experience may include: Experience that demonstrates a wide range of knowledge of evaluating current and emerging technology, defining technical issues, researching problems, and recommending alternative technical solutions, or demonstrate through accomplishments the ability to establish and maintain IT architecture standards; analyze and evaluate IT architecture for compliance and lifecycle management; and analyze, evaluate and recommend new technologies for inclusion into the architecture. This would include applying project management principles to used to onboard recommended technologies to include methods, and practices, developing plans and schedules; estimating resource requirements; defining milestones and deliverables; monitoring activities and evaluating and reporting on accomplishments sufficient to keep decision makers aware of project progress, risks, and needs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
