This position is an at-will appointee of the Mayor, as described in the City Charter, and this limited position will run through July 2023. This posting will accept applications until March 6, 2022.
Denver is hiring the next Homeless Encampment Program Executive for the Mayor's office to implement, align, and set strategic direction to address the City's unsheltered homeless crisis by executing and aligning the City's response to reduce the number of people that are staying outdoors and addressing unauthorized encampments.
This executive position will be responsible for high level project/program management work on a complex, multifaceted program to include the management and coordination of the encampment response charter, through:
1) a strategic understanding of city agencies and city policies, standards, and systems
2) identifying and initiating analytical studies to improve operating efficiency and meet city, federal, and state regulatory mandates
3) responsible quality control involving all components of the City's complex homeless encampment response program
4) monitoring, evaluating, and modifying existing, systems, and processes for optimum efficiency and changing objectives and participates in strategic planning activities
A key component in this role will be to strategically matrix manage and direct the work of consultants, and to provide direction to various City Agencies, and any related personnel who have been assigned responsibility for the City's response to encampments by defining and managing the overall change control processes and quality assurance aspects of the encampment management program to ensure its success and alignment across the City.

Key responsibilities for the Homeless Encampment Program Executive include: Researches and analyzes sensitive, controversial, and/or highly visible policy issues, defines/frames issues, determines appropriate methods of approach, and conducts or facilitates analysis of relevant data including best practices
Develops proposals, recommendations, and short and long-term policy options, devises implementation strategies and their impact including developing internal and external involvement strategies, and discusses with Appointing Authorities/Executives recommendations, options, alternatives, and courses of action that most effectively achieve overall city goals
Participates in the analysis of proposed legislation, regulation, and/or other significant issues related to the city's priorities, goals, and services and represents the city at meetings and intergovernmental activities to influence legislative and/or regulatory change, garner support, shape opinions, and advocate controversial positions in order to achieve the city's goals, interests, and needs
Acts as a technical expert in a specific field and provides leadership, focus, and direction to cross functional, departmental, and/or jurisdictional teams in order to achieve important city objectives related to the city's priorities
Cultivates, fosters, and maintains positive working relationships with representative from agencies, departments, community and business groups, legislative officials, and other stakeholders to gain their cooperation and support to further organizational interests and objectives
About You
As an integral member of Mayor Michael B. Hancock's administration, Denver's next Homeless Encampment Program Executive will provide strategic leadership, oversight, and expertise to set the direction of a unified strategy and a programmatic approach across various city agencies to offer support services to those living in unauthorized encampments humanely, safely and legally, and to coordinate the cleanup of unauthorized encampments.
Our ideal candidate will also possess: Experience managing a large program with multiple stakeholders
Experience delivering results - can monitor and manage standards for quality and quantity while keeping with deadlines
Acumen for creating and developing strategic partnerships, collaboration, and decision making
Previous experience matrix managing
Strong ability to influence and direct others
Ability to analyze data and interpret large amounts of data
We realize your time is valuable so please do not apply if you do not have at least the following required minimum qualifications: Education: Bachelor's Degree in Business Administration, Public Administration, Management, or a related field
Experience Requirement: Three (3) years of professional experience at the typed and level of Management Analyst Senior or planning and conducting operational and/or management studies including determining study methods and procedures, analyzing data, developing recommendations and implementation strategies, and preparing reports of findings and recommendations
Education & Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements
License/Certifications: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment
