The Facilities, Safety and Security Division (FSS) of Denver Human Services is seeking a highly qualified individual to serve as the Mass Care Response Coordinator. The Mass Care Response Coordinator will oversee the emergency operations to include support involving members from the 1,400 Denver Human Service employees, employees from other Agencies, Departments, and Offices of the City, as well as other members from community partners, the region and the state.
The Mass Care Response Coordinator will support a growing and robust Denver Human Services safety and emergency management program. In this position you will build upon a skillset in high demand and help keep our Denver Human Services staff and facilities safe. The selected candidate will have a proven track-record of leadership, integrity, discretion, and commitment. This position will report to the Safety and Emergency Management Supervisor.
This position performs full performance professional level emergency management work including developing, coordinating, and implementing department operational center plans and operating procedures, analyzing and distributing information concerning natural and man-made emergencies and/or disasters within Denver Human Services, Community Partners, and local state government, planning and conducting emergency management exercises and training classes, and developing resource management procedures for Denver Human Services and for Mass Care Department Operation. Also:
Reviews and analyzes city emergency management plans, makes recommendations to revise, update, and improve emergency plans to include the Mass Care Annex, Denver Human Services Mass Care Department Operations Center Guide, to effectively handle disasters or major emergencies, develops new plans as needed, and ensures that plans are current
Revises, updates, and/or develops department operational center standard operating procedures, ensures that operating procedures are consistent and understood by emergency management partners/liaisons, and maintains close communication with designated partners/liaisons in order to relay new procedures and developments
Coordinates with all city departments and private/public organizations that have operational roles in mass care emergency situations for the purpose of developing multi-agency approaches to emergency management planning, gathers, analyzes, and distributes information concerning natural and man-made emergencies/disasters, and coordinates multiple agencies during emergencies and/or exercises
Conducts risk and threat assessments, coordinates interdepartmental activities, and advises Safety and Emergency Management Supervisor regarding disaster mitigation, response, and recovery procedures and resources
Participates in ensuring preparedness, availability of equipment and supplies, and readiness of Denver Human Services staff and facilities by establishing and maintaining a resources database of city/county properties and resources from the private/public sectors
Develops and manages the Denver Human Services' required emergency management training and exercise program, and participates in City, Regional and State training and exercise planning processes
By position, ensures the readiness of the Denver Human Services Mass Care Department Operations Center (DOC) facility and administers the information sharing, communications, warning, and resource management systems and processes
By position, performs after-hours duty officer functions on a rotating basis, evaluates emergency and crisis incidents, coordinates agency or department level of response and allocation of resources, and performs operational duties at site of emergency or crisis
Performs other related duties as assigned or requested
Provide support to the Facilities, Safety and Security team as assigned

Education: Bachelor's Degree in Emergency Management, Political Science, Public Administration, Business Administration, or a related field
Experience: Three (3) years of professional experience in emergency management or a first responder discipline (All positions will require experience in a specific emergency management area such as planning, operations, community relations, or logistics)
Education & Experience Equivalency One (1) year of the appropriate type and level of experience may be substituted for each required year of post high school education. Additional appropriate education may be substituted for the minimum experience requirements
Emergency Duties: Facilities, Safety, and Security is a 24/7/365 team operation. If weather conditions warrant or an emergency crisis occurs, this position can be required to work extended hours and/or shifts.

Starting Pay
Although our full pay range is listed above, the budgeted hiring range for this position will most likely be between $72,887 - $96,575 based on education and experience.
