Job Summary
The Director of Federal Relations will represent ODU in Washington, D.C. The Director will advocate with legislators and their staffs as well as leaders and staffs of federal agencies on policies and opportunities that are relevant to ODU's academic interests. Reporting to the Executive Director of Government Relations, the Director interacts frequently with ODU's executive leadership team. Key Priorities include: Coordinating the development of annual federal relations priorities along with a strategic plan to realize them; Nurturing working relationships with members of the Virginia delegation and other Members of Congress, key Congressional and committee staff in the House and Senate, Administration officials, and key appointees and staff at federal agencies with jurisdictions that are central to ODU's academic interests; and the advocacy of ODU's positions with respect to issues and legislation affecting higher education, including funding opportunities.

Minimum Qualifications
Knowledge, Skills, and Abilities:
Considerable knowledge of legislative process and demonstrated ability to identify legislative issues of relevance and/or concern and solve problems and successfully propagate the University's legislative agenda.
Considerable knowledge of political and governmental protocol.
Considerable knowledge of Congressional and federal policies and legislative/rulemaking processes.
Proven record of dealing with confidential information.
Excellent verbal and written communication; ability to deliver a clear and compelling message
Demonstrated ability to work proactively and independently
Demonstrated ability to quickly analyze and apply data.
Demonstrated ability to actively engage in diverse and equitable thought and promote such a work environment
Education or training:
Master's degree in political science, government, marketing and communications or related field, or bachelor's degree plus training and related work experience at a level which equates to an advanced degree.
Experience:
Comprehensive experience working on Capitol Hill, conducting federal governmental relations, or a combination thereof, with a record of effectiveness in advancing objectives.
Considerable experience working on the federal level as a legislative liaison or director of governmental relations.
Preferred Qualifications
Substantive first-hand knowledge of Congressional and federal policies and legislative and rulemaking processes
Established connections and experience with research-related funding Established bipartisan relationships
Considerable experience and exposure working in education and healthcare policy
