Job Description
Under administrative direction, to develop, coordinate, plan, organize, evaluate and supervise the activities and staff of the Office of Lesbian, Gay, Bisexual, Transgender, Queer and Questioning (LGBTQ) Affairs for **MEMBERS ONLY**SIGN UP NOW***., which provides a focal point for the coordination of training, individualized case-specific assistance, cross-departmental best practices, external relations, communications, resource development, and community engagement and mobilization to serve County employees and LGBTQ clients.
The position's primary focus is to ensure that the Office of LGBTQ Affairs is positioned to effectively coordinate and tailor County services toward the needs of the LGBTQ community. The office will provide a variety of service needs such as training for County staff and community stakeholders while also providing case-specific assistance and resource development. Under general direction, the manager will create, implement and direct countywide LGBTQ policies and programs that meet local, state and federal mandates, along with expressed needs of Santa Clara County's LGBTQ Community.
The work will require: experience with County service provision, working across departments and jurisdictional lines to promote initiatives that will have a beneficial effect on social equity. The Manager is further responsible for enhancing communication and collaboration with related entities and agencies to move initiatives forward. Proven skills should include: the effective and efficient management of a diverse staff and stakeholder groups; and preparing and presenting Board of Supervisor and Board Committee reports.
Typical Tasks
Plans, directs, coordinates, and evaluates the Office of LGBTQ Affairs within the context of related efforts of community based organizations, social agencies and County departments as they impact service provision to LGBTQ clients and the workplace experience of county employees;
With input from diverse community groups, identifies the current needs and emerging trends affecting the LGBTQ population in Santa Clara County and develops and recommends solutions to address those needs;
Conducts public forums regarding LGBTQ issues;
Identifies and delineates services and programs needed to support LGBTQ clients and employees' full participation in the community and the workplace;
Develops and submits an annual report detailing the work of the Office of LGBTQ Affairs that includes the identification of gaps in services and service delivery, and outlines a work plan with specific objectives for the coming year;
Develops and maintains effective collaborative relationships with various community groups, elected and appointed public officials, and private industry representatives to resolve issues affecting the LGBTQ community;
Acts as the County representative with Federal, State and Local agencies regarding LGBTQ issues;
Alerts appropriate public officials to issues impacting the LGBTQ community as they develop;
Serve as a liaison to the County Executive's Office of Intergovernmental Relations regarding Federal and State issues that impact the LGBTQ community;
Develops and implements program goals and objectives;
Promotes cooperative interagency relations, including assisting other governmental jurisdictions in developing and revising similar programs;
Develops public awareness of LGBTQ issues and support resources, including providing a venue for education regarding these issues and resources;
Develops and maintains linkages and cooperative efforts with other Santa Clara County programs and with other organizations, agencies and programs in the County that serve the LGBTQ community;
Identifies, develops and maintains a network of LGBTQ affirming service providers and makes this information available to the public;
Provides educational and outreach services for LGBTQ clients, County employees, County departments, and non- profit organizations that serve the LGBTQ community;
Directs and maintains information/data systems and analyzes outcome data in order to evaluate, plan, and implement the Office's programs and services;
Determines program budgetary requirements and monitors expenditures;
Provides an analysis of new and revised statutes and proposed legislation in the area of LGBTQ issues that includes their effects on County programs and departments, and their impact on the community and community groups;
Plans, implements, controls, monitors, and evaluates provided services to ensure compliance with terms of received grants and contracts;
Prepares and presents written and oral reports and correspondence;
Implements effective responses to communities or individuals in crises;
Coordinates skill enhancement and continuing education events for staff and volunteers;
May be assigned as a Disaster Service Worker, as required;
Performs other related duties as required.
Employment Standards
Sufficient education, training, and experience that directly demonstrates the possession and application of the following knowledge and abilities:
Training and Experience Note:
The required knowledge and abilities are acquired through education and experience equivalent to a Bachelor's Degree in Business, Public Administration, Social Sciences or a closely related field
AND
Three (3) years of recent experience in an administrative position in the field of human services. Experience in LGBTQ services and programs and in working with a diverse community is highly desirable.
Knowledge of:
Laws, regulations, and policies that affect the LGBTQ community;
Principal public and private resources available to the community for referral or utilization;
Methods of administrative problem solving, including fiscal management and program development and evaluation;
Techniques of group leadership, organization, collaboration and motivation;
Resources and methods applicable to acquiring and generating revenue;
Cultural, sociopolitical, and economic differences which impact human interaction and emotion;
Governmental functions and organization;
Interpersonal techniques of persuasion and communication;
Analytical and communications techniques required for gathering, evaluating and transmitting information;
Request for Proposal process and contract development, implementation, monitoring and evaluation;
General principles and applications of modern information systems.
Ability to:
Plan, organize, control and evaluate a public service program, and establish program objectives, priorities and policies;
Supervise, train, develop, motivate, evaluate and discipline staff and volunteers, and plan and assign workloads clearly and effectively;
Use research methodologies including review of current literature, selection of decision-making models, and selection of alternate solutions in addressing issues and problems in the area of LGBTQ affirming service delivery;
Apply methods to ensure cultural competency of staff, volunteers, programs, and services;
Develop and monitor contracts;
Interpret and assure the appropriate implementation of laws and regulations pertaining to programs of the Office of LGBTQ Affairs;
Conduct trainings and outreach events;
Provide advice and input on the development of short and long range budget plans that accurately reflect program needs;
Develop and recommend effective courses of action and utilize all available resources;
Effectively manage and advance working relationships with government and community based organizations, and respond swiftly to community crises and conflicts involving varied and diverse cultures;
Coordinate marketing and public relations efforts that highlight the Office's objectives and outcomes;
Prepare clear and concise oral and written reports;
Communicate effectively with individuals and groups representing diverse cultures and backgrounds;
Work independently.
