The Position
This recruitment is being conducted to fill one Extra-Help (variable hour, non-benefited) position in the Administration Division of the Health and Human Services Agency. This Extra-Help position will work approximately 10 to 20 hours a week.
The Extra-Help Supervising Mental Health Counselor I (Licensed) will provide group clinical supervision to eligible employees pursuing licensure. This position will provide clinical guidance and feedback regarding theoretical principles, practices, and techniques related to clinical interventions. This position will also review logs and approve hours per California Board of Behavioral Sciences (BBS) requirements for licensure.
The Recruitment Process:
1. Applications will be accepted on-line on a continuous basis until the current vacancy is filled.
2. Applications will be reviewed as they are received for verification of possession of one of the required licenses and supplemental questions scored on a continuous basis.
3. Only the most qualified candidates from the scoring of the supplemental questions will be invited for an Oral Panel Interview on a continuous basis.
4. Only the most qualified candidates from the Oral Panel Interviews will be placed on the eligibility list and referred to the hiring manager for consideration for the position.

Example of Duties
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Provide clinical supervision to eligible employees pursuing licensure in accordance with California Board of Behavioral Sciences (BBS). Duties include but are not limited to the provision of education regarding theoretical principles and techniques related to clinical interventions and the explanation and modeling of clinical methods utilized within a professional relationship. Review assignments, work progress, case management and problem resolution; participates in developing procedure manuals and instructional materials, assist in developing and implementing program goals; assists management in evaluating program needs and in the development of effective program delivery; maintain adherence to program policies and develop specific procedures; and perform related duties as assigned.
KNOWLEDGE OF:
Principles and techniques of supervision and training of professional and para-professional employees.
Principles, procedures and techniques of clinical casework counseling and treatment planning.
Social aspects of mental and emotional disturbances and mental disability, responsibilities and activities of public and private health, mental health and social services agencies.
ABILITY TO:
Direct and supervise professional and paraprofessional Mental Health Counselors, Alcohol and Drug Counselors and/or social workers.
Apply the principles, procedures and techniques of clinical casework counseling and treatment planning.
Establish rapport with clients and their families in working toward a solution or amelioration of their problems.
Analyze situations and conditions requiring the application of specialized clinical casework skills.
Write and maintain clear and concise reports.
Interpret complex data.
Work with other community professionals in developing appropriate treatment plans and goals for clients.
Work with members of the community in identifying mental health needs of the community and working toward the development of resources to fill their needs.
Experience and Education
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
Experience:
Two years of professional experience equivalent to the Mental Health Counselor-Licensed in Napa County.
Education:
Master's or doctorate degree in social work, psychology, counseling or related field approved by the State of California Board of Behavioral Sciences to provide psychotherapy.
AND
Licensure:
LCSW or MFT license by the California State Board of Behavioral Science plus 2 years post Master's degree experience providing psychotherapy services.
OR
Licensure as a Clinical Psychologist or a PH.D. or Psy.D. and 2 years of clinical experience, or master's level Registered Nurse.
License or Certificate:
Incumbent in this position is expected to operate automotive vehicles in the performance of assigned duties. Due to assignments and hours worked, public transportation may not be an efficient method for traveling to required locations. Individuals appointed will be required to maintain a valid California Driver's License while employed.
OTHER REQUIREMENTS
Background Investigation:
Incumbents for some positions in this class will be required to pass a background investigation in accordance with applicable law, regulation and or policy.

PUBLIC SERVICES EMPLOYEES - SUPERVISORY BENEFITS INFORMATION
SALARY -
Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
