Visit ****The City of Denver's Community Planning & Development Department (CPD) is recruiting for an Assistant Residential Plan Review Supervisor to serve as an assistant supervisor to the Residential Plan Review Engineer-Architect Supervisor. This position is responsible for a portion of the supervision and workload management of the residential plan review workgroup within CPD's Development Services division. This includes direct oversight, coaching, training, and monitoring for productivity, quality, and customer experience interactions, as well as project assignments as appropriate to team member's technical capabilities for multiple members of the team typically classified as Plan Review Specialist (PRS) I or PRS II. The team is responsible for administering Denver's building and zoning codes for one- and two- family dwellings and their accessory structures, which includes plan review, issuance of permits, processing demolition permits for all construction types, responding to code and process questions, and assisting customers at the permit counter. This position will serve as a subject matter expert, providing day to day assistance to the team and customers with a focus on great customer service and quality of work. This position will support on-going team and department initiatives that include building code adoption, zoning code amendments, and process improvements.
Key Responsibilities will include:
Manage, assign work, coach, mentor, inspire, and support a large team of professional and technical staff who provide residential plan review services to a diverse range of customers
Provide assistance in helping staff resolve and manage conflicts
Conduct performance reviews and provide regular feedback to the residential plan review work group on how they are doing relative to their set goals. Serve as the lead for dealing with performance issues in conjunction with the Residential Plan Review Engineer-Architect Supervisor and the Office of Human Resources
Develop goals, objectives, policies, and priorities that foster engagement and personal growth for the residential plan review work group
Serve as a champion for continuous improvement, including devising new strategies and new opportunities within the team
Refine and implement performance metrics for the residential plan review team including measures for staff workload, on-time reviews, quality assurance, customer satisfaction, etc. in coordination with the data team in the Performance and Operation division within CPD
Provide oversight and QA/QC as well as direct review and interpretation a wide range of complex construction documents and permit application materials for compliance with applicable codes, policies, and standards which include The Denver Building and Fire Code, Denver Green Code, International Residential Code, International Existing Building Code, International Energy Conservation Code, The Denver Zoning Code, and Former Chapter 59 (the old Zoning Code)
Assist one- and two-family customers with inquiries, which involves advising contractors, architects, engineers, builders, homeowners, and the public on the permitting process and code requirements
Interpret and explain a wide range of code requirements, permit application procedures, policies, and standards to the public, professional design consultants, project managers, contractors, city managers, and elected officials
Conceptualize and draft zoning and building code policies and interpretations in conjunction with the Residential Plan Review Engineer-Architect Supervisor
Support Engineer-Architect Supervisor to evaluate the effectiveness of existing codes, standards, regulations, methods, and/or procedures in achieving desired city goals. For specifically assigned tasks, recommend improvements to codes through conceptualization and rough draft code amendment proposals
Perform other related duties as assigned
About You
Our ideal candidate will have the following:
Previous plan review experience that includes reviewing, examining, interpreting, and approving a wide range of complex residential construction plans
Certification from the International Code Council as a Residential Plans Examiner or Building Plans Examiner
Working knowledge of zoning regulations, especially form-based codes, and working knowledge of building code, especially residential
Project management skills and experience
Experience leading, motivating, monitoring, coaching, and training individuals and teams
Identifying, documenting, and addressing employee performance issues
Foresight and proactivity to address and avoid potential conflicts, and agile professional resolution to others
Experience that demonstrates a multi-disciplinary approach to development review
Proficient with using Microsoft Word, Microsoft Outlook, Bluebeam, and Adobe Acrobat, and experience using electronic permitting systems and programs, such as Accela
Excellent interpersonal and customer service skills
Ability to communicate effectively - verbally and in writing

Education: Bachelor's Degree in Engineering, Geometry, Architecture, Business, or a related field
Experience: Three (3) years of experience at the type and level of Senior Plans Review Technician (reviewing, examining, interpreting, and approving a wide range of complex plans)
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements
