Departmental Mission Statement:
The Human Resources (HR) Department partners with Trial Court management to create and maintain a talented, qualified workforce by recruiting a diverse applicant pool, by facilitating the fair merit-based selection for appointment of the most qualified candidates, by developing appropriate workforce training (in consultation with the Trial Court's Judicial Institute), by fostering positive management-employee relations, by promptly addressing workplace issues, and by developing performance based measures to ensure the continued excellence of the workforce. The HR Department will use best practices to ensure that this collaborative effort advances the mission of the Trial Court. The HR Department also provides information and assistance to all Trial Court employees on a variety of work place issues.
ORGANIZATIONAL PROFILE:
****Position Summary:
Working within the Human Resources Department of the Office of Court Management, the Assistant Manager of Labor Relations conducts a range of Human Resources led workplace investigations and other inquiries concerning employee conduct and disciplinary matters. The Assistant Manager also engages in a variety of labor and employee relations functions, maintaining an ongoing professional dialogue with all Trial Court unions, using both formal and informal methods to address issues and grievances. The Assistant Manager also clarifies management policies, performs conflict resolution, serves as the HR Department’s DCJIS representative handling DCJIS criminal offender record checks, responds to DUA unemployment inquiries, represents the Trial Court at DUA Hearings, and provides assistance and direction on a variety of other human resources matters.
Duties:
The Assistant Manager is responsible for the following:
Conducts investigations and related inquiries concerning allegations of workplace misconduct and disciplinary matters;
Drafts investigatory reports and presents them to stakeholders;
Attends disciplinary hearings as needed;
Responds to inquiries from union officials and court officials concerning the interpretation of language contained in collective bargaining agreements;
Builds and maintains an ongoing, professional working relationship between management and the union officials, continually advocating for a collaborative labor environment;
Participates in joint labor-management meetings and collective bargaining negotiations;
Reviews grievances and researches facts with Trial Court Department Heads;
Serves as a Step 3 grievance hearing officer when necessary;
Determines details of separation from service history of employees for the Department of Unemployment (DUA);
Prepares documents, witnesses, and represents the Trial Court at DUA appeal hearings;
Serves as the HR Department’s representative with DCJIS and is the primary person conducting criminal record checks on new hires. Discusses results with appointing authorities depending on the results of such checks;
Assists with training sessions for Department Heads and supervisors;
Assists in instructing appointing authorities or their designees on a variety of labor issues, provisions of collective bargaining agreements, and human resources policies and procedures;
Manages multiple complex labor relations matters or employee investigations simultaneously;
Leads special projects;
Assists in the processing of a variety of human resources transactions; and
Performs related duties as required.

Minimum Requirements:
These are the minimum requirements necessary to apply for a position of Assistant Manager of Labor Relations:
Applicants must hold Bachelor’s Degree from an accredited educational institution (a graduate degree in a related field or a law degree is preferred) and (3) three years of labor and employee relations work experience; or an equivalent combination of education and experience;
Demonstrated ability to identify and address labor relations issues, developing creative and feasible solutions, while interacting effectively and professionally with others;
Professional Development: Must have a background that demonstrates a history of regular professional development; demonstrating a record of initiating best practices in labor relations, the consistent application of policies, and innovative approaches to labor relations and conducting employment related investigations.
OTHER POSITION REQUIREMENTS:
Demonstrable knowledge of G.L. c. 150E and other state and federal laws that apply to labor relations and human resources issues;
Strong interpersonal skills and the ability to work professionally with persons at all levels, including judges, and to maintain effective working relationships;
Demonstrated ability to perform human resources related activities of the most complex and non-routine nature, including researching issues and recommending feasible solutions;
Ability to use personal computers and related business software, including CJIS data systems, an applicant tracking system (Oracle/PeopleSoft) and MS Office;
Ability to understand and administer policies and procedures of the Human Resources Department and the Massachusetts Trial Court;
Ability to multi-task and manage a variety of assignments at once;
Ability to adapt quickly to changing circumstances and develop workarounds for issues that require timely resolution;
Ability to handle sensitive matters on a confidential basis;
Ability to maintain accurate records;
Ability to communicate very clearly and effectively in oral and written form;
Ability to collect and evaluate information so that it may be organized in a logical manner;
Ability to work independently and with an attention to detail; and
Ability to travel within the Commonwealth as necessary.
