DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The purpose of the Supply Chain Management / Warehouse Section is to supply material and equipment to all cost centers that maintain, repair and operate the three **MEMBERS ONLY**SIGN UP NOW***. (HAS) airports and associated administration facilities. The centralized warehouse operation ensures HAS realizes economies of scale: reducing storage space throughout the entire system; and utilizing a smaller specialized workforce with the experience required to process and document materials and equipment in and out of the system accurately and safely. The warehouse complex allows HAS to take advantage of buying opportunities and ensures HAS does not have smaller storerooms where control and accountability can become problematic.
The Division Manager (Warehouse) is responsible for managing a team of eleven direct reports and two indirect reports. The Warehouse team is responsible for receiving and verifying orders, distribution of business unit requested materials, and on-going cycle counts to reconcile cycle counts during the year resulting in accurate real-time inventory counts/valuation. The Warehouse team is also responsible for facilitating the movement (e.g. picking up from facilities, requesting sale of scrap metal, tagging items to be sold/auctioned by vendor, etc.) of materials, equipment and furniture identified as surplus or salvage. Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required.
The Division manager duties will include but are not limited to:
Manages, trains, develops, counsels and evaluates staff performance.
Assists in the design and implementation of special systems, plans and projects.
Establishes policies, procedures, guidelines and project schedules.
Researches, reviews and evaluates new data, reports, products and other information.
Acts as liaison to other departments, government agencies and private sector.
Reviews, evaluates, selects and implements hardware and software products.
Assists departments and general public in obtaining and explaining technical and non-technical information.
Develops and interprets codes, ordinances and specifications.
Drafts and reviews proposed contracts, correspondence, letters of agreements and amendments.
Manages and negotiates procurement terms and conditions with potential vendors.
Provides technical advice, consultation and support to departments and other agencies and groups.
Coordinates the preparation, implementation and monitoring of the budget and expenditures.
Develops methodologies for creating project data.
WORKING CONDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances. Work is substantially complex and varied, and requires the interpretation of technical and detailed guidelines, policies and procedures in combination. Analytic ability is needed to gather and interpret data where answers can be found only after careful analysis of several facts. Work is typically performed under limited to general supervision. The incumbent at times works from broad goals and policies. In addition, the incumbent may have some participation in setting work objectives.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity. A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES
Preference will be given to applicants with professional warehouse inventory management experience. Proficient in Microsoft Office products (Word, Excel, PowerPoint, and Outlook). Consideration will be given to applicants with previous extensive experience in updating warehouse inventory control processes/systems. The ideal candidate will have experience in the supervision / management of warehouse inventory processes. . Professional supply chain and/or warehouse management certification is a plus (CPSM, CPIM, CSCP etc.).
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **
