Right-of-Way Services (ROWS)
regulates activities associated with development and use of the City's Right-of-Way. It develops plans for regulatory compliance for mobility and construction permitting, project inspections, and land surveys that facilitate safe access for both vehicular traffic and pedestrians.
DOTI's ROWS Inspection team includes three Civil Engineers, five Project Managers, two Chief Inspectors, 15 Area Inspectors, and our Staff Assistant.
Our ROWS team has a full-time, unlimited ROWS Staff Engineer position. In this position, you'll get to work around 50% in the field, and 50% in the office. This section has a hand in many things that make Denver a vibrant place to live. In a daily routine, there isn't one. At any moment we can work a typical big project or help organize a championship parade, like the Stanley Cup Parade.
Job duties and responsibilities of this position include, but are not limited to, the following:
Perform professional entry-level right-of-way construction engineering work on small routine projects or parts of large projects under the direction of a licensed engineer (PE) and be part of an integral team member with ROWS
Learn the processes, practices, and applications of design and construction, project management and the principles, standards, requirements, and guidelines for plans review for right-of-way items
Train and become proficient in reviewing specifications for small and large projects and monitoring these projects for compliance with design guidelines, requirements, and standards that pertain to the right-of-way
Review plans for new construction, alterations, and repair for compliance with city codes, requirements, ordinances, and national standards
Meet with contractors, citizens, local businesses, city staff, and other project stakeholders to resolve problems, address concerns and answer questions for projects to be constructed.
Assist with field inspections of projects for conformance to approved plans with ROWS Inspectors and Project Managers, sometimes in the field
Through gaining more experience, you'll have an increase in more complex work and independently perform engineering duties
Perform coordination and reviews using databases (Accela), document readers (Acrobat or Bluebeam), GIS (ArcGIS & MapIt), using MS Office Suite (and other software) for email and video communication
About You
Our ideal candidate will have:
A Civil engineering degree
Experience using MS Office, document reading applications, GIS skills
Excellent written and verbal communication skills
Ability to work independently in the field
Experience working with internal, city-wide agencies and external stakeholders such as contractors

Experience Requirement: None
License/Certifications: Requires a valid Driver's License at the time of application. Registration as an Engineer Intern issued by the Colorado State Board of Registration for Professional Engineers at the time of application. Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation. Licenses and certifications must be kept current as a condition of employment
Education/Experience Equivalency: No substitution of experience for education is permitted
